Electric Vehicles: How did Portland get to where they are?
    by Ryan Smith

The State of Oregon was among the first states to support alternative fuel vehicles (AFVs), with
its 1991 introduction of AFV tax credits. This push would inevitably result in the proliferation of electric vehicles (EVs) throughout the state.

Oregon’s 2004 Strategy for Greenhouse Gas Reduction report stated that fully one third of Oregon’s greenhouse gas emissions (GHG) come from motor vehicles. After 2007 climate change legislation set emission targets 10% below 1990 levels, the Governor was motivated to form an Alternative Fuel Vehicle Infrastructure Working Group. The group focused on electric vehicles because of their low-emission nature and possible economic benefits, both benefiting the state. This was arguably the decisive turn from talking about alternative transportation in general to zeroing efforts in on EVs specifically.

The state was given further impetus for the EV push with a 2010 Senate Bill charging the
Department of Transportation to work alongside the Department of Land Conservation and Development to evaluate, develop, and implement low carbon alternatives to motor vehicular transportation. Since the Governor had already assembled a task force focusing on electric vehicles, the natural next step was to investigate public charging stations for EVs. The City of Oregon took the lead in this regard, implementing policy for EV parking, smart-grid technology for EV charging, and creating programs to serve EV users in non-garage homes.

The EV Project, an ECOtality initiative backed by U.S. Department of Energy, will, over the course of the next few years, deploy about 900 home EV charging systems, 1,150 public-use charging systems, and 45 rapid-charging systems. These systems will be dispersed amongst the cities of Corvallis, Eugene, Portland, and Salem.

The background work for this project was laid in 2008 by the Oregon Building Codes Division, who imputed the Minor Label Program to the EV Supply Equipment (EVSE), in effect giving charging stations the same status as large home appliances. This move enabled electricians to assess the site and install on the same day, and decreased inspection rates to one out of every ten charging stations installed. British Columbia stands to benefit greatly from studying Oregon’s path to EV proliferation. Theirs was a logical progression from legislation toward decreasing motor vehicle GHG, to implementing policy around EVSE, and finally, removing obstacles for EV owners in charging their vehicles, clearly demonstrating the need for cooperation between the public and private sector to achieve EV proliferation.

Inspired by last week's Forum on Agriculture?  Register for SPEC's Urban Farming Field School today at

    Details below:

    Hello Folks,

Our first month of the SPEC|YWCA Urban Farming Field School was great! The Seed Starting and Propagation class, taught by Lis Thomas, and Managing a Direct-Market Small-Scale Farm, taught by Grant Watson, engaged 31 people in urban farming.  Based on classroom feedback, our community is interested in production information, vegan growing, farm/garden planning, experiences in the dirt, and resources, resources, resources.

In May, we are hosting 3 classes.  The Growing Food in Small Spaces is already sold out! But, there is still room in the Community Food Systems and Urban Soil Management classes.

    Community Food Systems

Description: Food systems thinking - what is it and how can it enable multiple community goals? Participants will engage in discussions about key issues and hot topics influencing food and agriculture in our community. Bring your solutions, perspectives and energy to explore how planning can make ideas happen.

Instructor: Janine de la Salle is the manager of food and agriculture planning at HB Lanarc-Golder. She has a unique blend of experience in community planning, food, and agriculture systems, and is a longstanding member of the Vancouver Food Policy Council. Over the past seven years at HB Lanarc-Golder, Janine has worked with municipalities, developers, and communities to create agriculture plans, sustainable food system strategies, local food hubs, neighbourhood designs, and food policy. Janine is frequently invited to teach and speak about sustainable food and agriculture systems, and is a co-editor and contributor of Agricultural Urbanism: Handbook for Building Sustainable Food and Agriculture Systems in 21st-Century Cities. She was recently awarded the CIP President’s Award for Young Planner (2010).

    Urban Soil Management

Description: Healthy soil is the root of all successful farms and gardens. A good understanding of basic soil science will help you make important decisions about choosing the right plants for your location, improving your soil's drainage and water retention, and increasing fertility.  This class will cover the challenges and benefits of our regional soils, fertility and amendment, drainage, mulch, compost, and soil types and textures, quality assessment, and urban concerns such as contamination and compaction.  Students will get hands-on experience with taking soil samples, and interpreting a soil fertility test.

    Instructors:

Chris Thoreau holds a BSc. in Agroecology from UBC where he focused on soils, small-scale plant breeding, and urban farming. Previous to his time at UBC he operated Influence Organics, a one-acre certified organic farm on Vancouver Island’s Saanich Peninsula. Here Chris focused on utilizing no-till and permaculture principles to grow a variety of vegetables for local markets, CSAs and restaurants. Chris currently operates My Urban Farm - a bicycle-powered urban farm in Vancouver that specialized in microgreens, and co-owns Your Local Food Pedalers.  He is also an IOIA-trained organic inspector.

Alisha Hackinen is a long time student at UBC having completed her BSc in Global Resource Systems there in May 2009. While in her undergraduate years, Alisha had the opportunity to intern with several small local scale organic farms which drove home the message that soil management is foundational to the health of our community and our planet. She is currently pursuing her M.Sc. in Soil Science in the Faculty of Land and Food Systems, under the supervision of Dr. Maja Krzic. Alisha’s research will combine two fields which she is passionate about, soils and education, by examining teaching methods in sustainable soils management.

    Cost: $144
    When: 4 Wednesdays, May 2, 9, 16, and 23, from 6-9 pm
